San Andreas Rural Penal Code (S.A.R.P.C.)

Established under the San Andreas Justice Act of 2025

Article I — Purpose and Application

§101. Purpose.
This Code defines criminal and civil offenses enforceable within the State of San Andreas. It establishes classifications, sentencing standards, and procedural references for law enforcement, judiciary, and corrections personnel within Project: Las Venturas.

§102. Application.
All enacted statutes apply to acts or omissions within San Andreas territorial boundaries — including Bone County, Red County, Flint County, and areas of Los Santos, San Fierro, and Las Venturas — unless superseded by local ordinance.

§103. Supremacy of Law.
When conflicts arise between agency policy and statute, the statute prevails. Local agencies may expand, but not diminish, definitions or penalties established herein.

§105. Judicial Officers.
Judges, magistrates, and commissioners interpret statutes strictly by their language. Clerks, bailiffs, and recorders act under direct supervision of presiding judges.

§106. Right to Counsel.
Defendants charged with misdemeanors or felonies may retain counsel. If unable, a public defender is appointed for proceedings exceeding ten minutes of custody time.

§107. Prosecution.
The Office of the District Attorney of Bone County prosecutes criminal cases. Civil citations are handled by the San Andreas Municipal Prosecutor’s Office.

Infractions: Non-criminal citations such as Littering, Loitering, or Parking violations.


Article V — Procedural Rights

  • §112 Miranda Obligations: Right to remain silent, right to counsel, and understanding that statements may be used in court.
  • §113 Search and Seizure: Requires consent, probable cause, or warrant; unlawful evidence is inadmissible.
  • §114 Use of Force: Must be proportional; deadly force only to prevent imminent loss of life.
  • §115 Custody & Processing:
    • Arrestees logged into custody system.
    • Time starts at booking.
    • Release recorded by issuing agency.

Article VIII — Administration

§116 Amendment Procedure.
Revisions require joint approval by the San Andreas Department of Justice and Las Venturas Judiciary Committee.
All updates are logged in the Appendix Revision Table.

§117 Effective Date.
This Code takes effect upon publication in the official Project: Las Venturas legal repository.


(( Article VI — Enforcement Notes (OOC)

Purpose: Maintain realism and fairness in player interactions.

  • Cite the exact section number in all arrest reports and /ticket commands.
  • Stack penalties consecutively unless overlapping in conduct.
  • Minor RP detentions (< 2 min) don’t require full booking but must be logged.
  • Ambiguities are interpreted in favor of the defendant.
