Article I — General Overview
§501. Definition.
Controlled substances refer to any chemical, compound, or material listed under the San Andreas Drug Scheduling Regulations deemed to have potential for abuse or dependence.
This chapter governs the possession, manufacture, distribution, and trafficking of such substances.
§502. Drug Schedules.
Substances are categorized into five schedules by risk and accepted medical use.

§503. Applicability.
Possession, trafficking, and distribution penalties scale based on the schedule and quantity.
Article II — Possession and Use
S.A.R.P.C. §510 — Simple Possession (Class C Misdemeanor)
Possessing a controlled substance for personal use, under five grams total weight.
Penalty: 5 min jail, $1,000 fine.
Note: Marijuana possession under one ounce is treated as a civil infraction.
S.A.R.P.C. §511 — Possession with Intent to Distribute (Class B Felony)
Possessing quantities exceeding personal use or packaged for resale.
Penalty: 15–25 min jail, $3,500 fine.
S.A.R.P.C. §512 — Possession of Paraphernalia (Class B Misdemeanor)
Owning tools or devices used to consume, prepare, or conceal controlled substances.
Penalty: $1,500 fine.
S.A.R.P.C. §513 — Public Intoxication by Narcotic (Class C Misdemeanor)
Appearing in public under the influence of a Schedule I–III substance.
Penalty: $1,000 fine.
Article III — Manufacturing and Trafficking
S.A.R.P.C. §520 — Manufacturing Controlled Substances (Class A Felony)
Producing, compounding, or synthesizing any controlled substance without a license.
Penalty: 30–40 min jail, $5,000 fine.
S.A.R.P.C. §521 — Drug Trafficking (Class A Felony)
Transporting, importing, or selling controlled substances in commercial quantities.
Penalty: 35–40 min jail, $5,000 fine.
S.A.R.P.C. §522 — Cultivation of Narcotics (Class B Felony)
Growing or cultivating plants used to produce illegal drugs (e.g., cannabis, poppy).
Penalty: 20–25 min jail, $3,500 fine.
S.A.R.P.C. §523 — Operating a Methamphetamine Lab (Class A Felony)
Maintaining or assisting in the operation of an illegal drug laboratory.
Penalty: 35–40 min jail, $5,000 fine.

Providing or selling controlled substances to persons under 18.

Article IV — Prescription and Medical Violations
S.A.R.P.C. §530 — Prescription Fraud (Class B Felony)
Obtaining controlled substances through forged or fraudulent prescriptions.
Penalty: 15–25 min jail, $3,500 fine.
S.A.R.P.C. §531 — Unlawful Distribution by Medical Personnel (Class A Felony)
Licensed professional unlawfully prescribing or distributing narcotics.
Penalty: 25–35 min jail, $4,500 fine.
S.A.R.P.C. §532 — Improper Recordkeeping (Administrative Violation)
Failure by the pharmacy or hospital to maintain drug control records.
Penalty: Departmental fine or suspension.
Article V — Operating Under the Influence
S.A.R.P.C. §540 — Driving Under Influence of Drugs (Class B Misdemeanor)
Operating a vehicle while impaired by a controlled substance.
Penalty: 10–15 min jail, $1,500 fine, license suspension.
S.A.R.P.C. §541 — Boating or Flying Under Influence (Class B Misdemeanor)
Operating a vessel or aircraft while impaired.
Penalty: 10–15 min jail, $1,500 fine, suspension of applicable license.
S.A.R.P.C. §542 — Endangering another being While Impaired (Class B Felony)
Driving or operating a vehicle while impaired with a human being present.
Penalty: 20–25 min jail, $3,500 fine.
Article VI — Enforcement and Seizure
S.A.R.P.C. §550 — Evidence Seizure.
All narcotics, paraphernalia, and proceeds derived from narcotic offenses shall be seized and entered into evidence.
S.A.R.P.C. §551 — Forfeiture.
Vehicles, properties, and funds used in drug trafficking are subject to forfeiture upon conviction.
S.A.R.P.C. §552 — Controlled Deliveries.
Undercover operations involving controlled transfers are permissible with authorization from the Narcotics Division Command.
S.A.R.P.C. §553 — Rehabilitation Option.
First-time offenders under §510 or §512 may receive rehabilitation referral in place of incarceration.
Article VII — Enforcement Notes
- Officers must field-test substances before citation when possible.
- Evidence should be documented using bagged and labeled chain-of-custody logs.
- Medical use of Schedule II–V substances is exempt with a valid prescription.
- Distribution charges require physical handoff, controlled buy, or clear intent evidence.
